The Hong Kong Special Administrative Region's Legislative Council serves as a law-making body with the mandate to pass and change laws for the territory. Yet, polls for this assembly have seen a significant decline in genuine political alternatives against a backdrop of significant governance transformations in the last decade.

Following the transfer of sovereignty in 1997, a framework of a dual-system arrangement was promised, pledging that Hong Kong would keep a level of self-governance. In the years since, critics contend that democratic rights have been steadily diminished.

Major Events and Reforms

Back in 2014, legislation was introduced that aimed to allow residents to elect the Chief Executive. Critically, any such election was restricted to candidates sanctioned by central authorities.

During 2019 experienced extensive protests, culminating in an event where residents accessed the legislative complex to voice opposition against a controversial extradition bill.

The Consequence of the NSL

Implemented in 2020, the National Security Law handed new legal tools to the mainland over Hong Kong's internal matters. Conduct such as collusion were criminalized. Following this law, the primary political group dissolved.

Today's Election System

LegCo elections are viewed as Hong Kong's main democratic event. Nevertheless, regulations introduced in 2021 now stipulate that only individuals deemed pro-establishment are permitted to stand for election.

• Distribution of Seats: Currently, only 20 out of 90 seats are directly elected.
• The Majority: The balance are appointed by a special interest groups.

Public Response

Amid many avenues for dissent now criminalized, voter abstention has emerged as one of the limited peaceful ways for residents to show disapproval. This has led to historically low voter turnout in subsequent LegCo elections.
